Strategic Plan 2026–2029: Combating Social Fraud, Illegal Employment and Social Dumping

The Strategic Plan 2026–2029 of the De Wever I Government establishes the strategic reference and policy framework for combating social fraud, illegal employment and social dumping over a four-year period. The Council of Ministers approved the Strategic Plan 2026–2029 on 28 November 2025 (cf. Article 2 of the Social Fraud Policy Support Service Act).

At the core of this plan is a risk-oriented and evidence-informed approach. This means that inspection services will deploy their capacity where risks are greatest and make policy decisions based on objective knowledge and data. In addition, strong emphasis is placed on a programmatic approach to addressing complex fraud phenomena in a multidisciplinary and holistic manner. Together with data sharing and an integrated approach to the enforcement chain—from prevention to sanctions—this forms the foundation of the new policy.

The plan is structured around the following six strategic objectives:

1. Strengthening cooperation in the fight against social fraud, both nationally and internationally.
2. Enhancing inspection services with sufficient staff, resources and technological tools.
3. Implementing a targeted approach to social fraud and social dumping in order to ensure fair competition.
4. Increasing the likelihood of detection and establishing a stricter and more effective sanctions policy.
5. Preventing social fraud through prevention, transparency and simplification measures.
6. Ensuring a safe, healthy and inclusive workplace for all workers.

These strategic objectives will be translated into operational objectives and concrete actions through the 2026–2027 Action Plan for Combating Social Fraud. This action plan entered into force on 1 January 2026

On December 16 2024, the Action Plan Fight against Social Fraud 2025-2026 was approved by the Ministerial Committee for the fight against fiscal and social fraud. This plan is a concretization of the Strategic Plan 2022-2025 and is the result of active and constructive contributions from various federal and regional services and institutions.

It is structured around seven strategic objectives and includes a series of actions to combat fraud in social dumping, social contributions, and social benefits, thereby ensuring the financing of social security.

Since this plan was developed during the period in which the outgoing government can only manage current affairs, the plan does not include policy actions. However, the plan is based on a number of core principles and priorities.

Key elements of the plan include program operations to combat social fraud, an intervention mix with attention to all phases of the enforcement chain, attention to working conditions and workplace well-being, extensive cooperation, and capacity building

The statistics of the district cells are limited to the actions that were carried out jointly as part of the operation of the district cells in their "fight against social fraud." They are only a fraction of the total number of inspections carried out by the various social inspection services (more than 100,000 inspections on an annual basis). Each inspectorate also carries out autonomous inspections in the fight against social fraud, in addition to other inspections in function of other tasks belonging to its own specific competences and core business. More detailed information on this can be found on the sites of the respective inspection services and in their annual reports.

The annual report on the fight against social fraud explains the results of the three pillars (strategic indicators, monitoring action plan and monitoring financial results).
